Armenian media reported that Khojaly airport will open on December 25. It is stated that the airport, which is technically ready for opening, will be used to pay for the logistics of peacekeepers. Lawyer Arshad Huseynov told Telegraf.com that according to the rules of the International Civil Aviation Organization (ICAO), Chicago and Warsaw conventions, airports can be used with the permission of the national aviation authority of the country in which it is located: "This includes flights from that airport and to that airport. In November, AZAL announced the inclusion of six Azerbaijani airports in the updated register of the International Civil Aviation Organization (ICAO). AZAL also announced that it had managed to include the airport in Khankendi in the updated ICAO register. Thus, ICAO confirms that the airports located in the liberated territories belong to Azerbaijan. Although they have worked hard so far, no one has recognized the so-called regime in Khankendi. This issue has already lost its relevance. Therefore, this international organization will work only with Azerbaijan.
According to the lawyer, the regime of using the airport will be exclusively at the disposal of Azerbaijan: “If Azerbaijan allows, this airport can also be used by peacekeepers. In the future, international and domestic flights may be operated in accordance with the activities here. In any case, these issues will be resolved in accordance with both international conventions and the legislation of our country. Arshad Huseynov drew attention to the operation of Khankendi airport in the 1990s: “This airport could receive smaller planes and helicopters than now. At that time, when the war broke out, the Azerbaijani air defense forces could not control it.
Thankfully, today Azerbaijan's air defense forces can control the entire airspace of our country. There is already an Azerbaijani Army in Lachin and Kalbajar. It is impossible to fly to Khojaly airport without the consent of Azerbaijan. Any violation of the border will be intervened by the air defense forces of our country and will take legal action.
