The new laws approved by President Ilham Aliyev serve to stimulate the adoption of children deprived of parental care, and to further increase the care for this category of children. According to the Ministry, in accordance with the Law "On Amendments to the Law of the Republic of Azerbaijan" On Social Benefits ", a new type of monthly benefits will be established from the beginning of next year.
Benefits will be awarded to each child who adopts children aged 3-18 who have lost their parents or are deprived of parental care. The Presidential Decree dated November 24, 2020 sets the amount of this allowance at 160 manat per month for each adopted child, and 480 manat per month for each adopted child with disabilities. The Law on Amendments to the Law on Social Protection of Orphans and Children Deprived of Parental Care and the Law on Education provide for the payment of tuition fees at the expense of the state budget for adopted children from the date of entry into force of these laws. According to the amendment to the Tax Code, from the date of entry into force of this amendment, the monthly income taxable for parents who adopt children with disabilities will be reduced by 200 manat. It should be noted that, according to the Decree No. 393 of President Ilham Aliyev dated December 10, 2018, a modern management mechanism in the field of adoption has been established in our country and is currently being implemented.
