The contractors of the road, the customer of which is the State Agency for Motor Roads of Azerbaijan, are the joint venture Evrascon-AzVirt of Azerbaijan, Turkey's Colin Inshaat, Turizm Sanaye ve Ticaret, Ozgun Yapi Sanaye ve Ticaret and Polad Yol Yapi Sanaye ve Ticaret, technical supervisor.
