According to Article 16-4.4 of the Law on Medical Insurance, from January 1, 2021, all employers, including organizations financed from the state budget, must pay compulsory health insurance in the amount of 2% of employees' salaries. According to the draft law "On the state budget of the Republic of Azerbaijan for 2021" submitted by the Ministry of Finance, compulsory insurance premiums in the amount of 0.5 percent will be levied on salaries over 8,000 manat.
In this regard, the state budget for 2021 provides for 105.9 million manat to finance compulsory health insurance premiums for employees of organizations financed from the state budget. This amount is based on the 4.8 million manat provided for in the budget of the Nakhchivan Autonomous Republic. In the state budget for 2021 to the State Agency for Compulsory Medical Insurance in accordance with the sequence of application of compulsory medical insurance in the administrative territorial units of the country to finance insurance premiums and health expenditures of administrative territorial units not covered by compulsory medical insurance and a number of public health measures 1 billion 44.7 million manat is forecasted.
It was noted that compulsory health insurance was introduced in the Nakhchivan Autonomous Republic and 23 cities and regions of the country in January 2020, and in stages from January 2021 in 36 other cities and regions of the country - Ganja, Naftalan and Shirvan, Gazakh, Agstafa, Tovuz, Shamkir, Gadabay, Dashkasan, Samukh, Goygol, Goranboy, Khojaly, Beylagan, Khojavend, Agjabadi, Lachin, Barda, Fuzuli, Aghdam, Tartar, Kalbajar, Astara, Lankaran, Lerik, Yardimli, Masalli, Jalilabad, Neftchala, Bilasuvar, Jabrayil, Salyan, Imishli, Saatli, Sabirabad and Hajigabul districts), and from April 2021 in the remaining 7 cities and districts - Baku, Sumgayit, Khankendi, Absheron, Gubadli, Zangilan and Shusha districts, ie throughout the country medical insurance is envisaged.
