According to the order of the Minister of Justice of the Republic of Azerbaijan, taking into account the proposals and appeals on the implementation of relevant responsibilities in connection with the approval of the new structure and staffing of local judicial bodies in the liberated territories, Chief, Justice Adviser Bashirov Raj Shukur oglu.

Raj Bashirov, who was appointed head of the Khankendi city executive and probation department, graduated from the Faculty of Law of the International University. From 2003 to 2008, he worked as a lawyer in the Legal Department of the Khojaly District Executive Power. Since 2008 he has been working as the head of the Khojaly city executive and probation department. It should be noted that Raj Bashirov will head the executive and probation departments of Khankendi and Khojaly.
Both departments still operate in Meshali settlement of Goranboy region. For the first time in 29 years, an Azerbaijani citizen has been appointed head of the official body in Khankendi. There is already a legal body that residents of Khankendi and Karkijahan can apply to.
