Resolution of the Cabinet of Ministers of the President of the Republic of Azerbaijan "On measures to improve governance in the field of adoption" and "On amendments to the Rules of adoption of children deprived of parental care, including the adoption of children by foreigners and stateless persons" accepted.
The relevant decision was signed by Prime Minister Ali Asadov. According to the decision, the Ministry of Justice, in coordination with the Ministry of Labor and Social Protection and other relevant state bodies (state legal entities) to be determined in the implementation process, approved the normative legal acts of the Cabinet of Ministers "On measures to improve adoption management" and " Within two months, submit proposals to the Cabinet of Ministers on the adoption of children deprived of parental care, including compliance with the Decree of the President of the Republic of Azerbaijan "On Amendments to the Rules of Adoption of Children of Citizens of the Republic of Azerbaijan by Foreigners and Stateless Persons". When the participants of the conciliation process (main and joint executors) take appropriate measures on the issues arising from the normative tasks related to the implementation of this order (consideration, preparation, coordination, submission of projects and proposals, etc.) and demand the status of execution, submit to the Cabinet of Ministers by the end of the half.
At the same time, the entities submitting draft legal acts to the main executor must ensure compliance with the relevant requirements of the Constitutional Law of the Republic of Azerbaijan “On normative legal acts”. No later than three months, the central executive authorities shall take measures within their competence to ensure the implementation of the decree, submit information on the absence of normative legal acts or proposals to the Ministry of Justice and, if necessary, inform the Cabinet of Ministers of the Republic of Azerbaijan. The Ministry of Justice has ensured the compliance of normative legal acts and normative acts of central executive bodies with the decree, which must inform the Cabinet of Ministers within four months. Execution of this order is entrusted to the Legal and Legislative Department of the Cabinet of Ministers. The order comes into force from the date of signing.
