President of Azerbaijan Ilham Aliyev has signed a decree on the establishment of a fund to support the families of the wounded and martyrs (YASHAT Foundation) in connection with the protection of the territorial integrity of the Republic of Azerbaijan. AZERTAC reports that the decree reads: "Guided by Article 109, paragraph 32 of the Constitution of the Republic of Azerbaijan, the establishment of an appropriate platform for the implementation of civil society initiatives to provide additional support to the measures taken by the state in the field of social protection of martyrs' families and persons with disabilities as a result of military operations. In order to ensure accountability and public control, I decide:
1. In connection with the protection of the territorial integrity of the Republic of Azerbaijan to establish a support fund for the provision of the families of the wounded and martyrs - "YASHAT" Fund (hereinafter - the Fund). 2. To approve Rules of formation, management and use of means of Fund. 3. To determine that: 3.1. The Fund is established to form a transparent, effective and accessible platform for additional support of state measures in the field of social protection of the following persons (financial assistance and other support measures): 3.1.1. In connection with the protection of the territorial integrity of the Republic of Azerbaijan, servicemen with disabilities and members of the families of martyrs; 3.1.2. to employees of state bodies (institutions) or family members of deceased employees who have been identified as disabled as a result of participating in the elimination of the consequences of military operations in the liberated territories, as well as after the end of hostilities; 3.2. Funds are formed at the expense of voluntary financial assistance (donations) provided by citizens of the Republic of Azerbaijan, our compatriots living abroad, other individuals and legal entities, as well as other sources not prohibited by law; 3.3. The Fund is managed by the State Agency for Citizen Services and Social Innovations under the President of the Republic of Azerbaijan (hereinafter - the State Agency); 3.4. The general control over the formation and management of the Fund's resources is carried out by the Board of Trustees established by the President of the Republic of Azerbaijan. 4. Board of Trustees: 4.1. Executes control over the formation and expenditure of the Fund's resources;
4.2. Discusses the directions of formation and expenditure of the Fund's funds, as well as determines the directions of its expenditures, taking into account the amount of funds received;
4.3. Takes measures to conduct external audits related to the management of the Fund's assets;
4.4. Resolves other issues related to the management of the Fund's assets. 5. To increase the number of employees of the State Agency to 20 staff units to ensure the management of the Fund's assets. 6. State Agency:
6.1. to provide acceptance and consideration of appeals of the persons provided by Item 3.1 of this Decree; 6.2. to organize the acceptance of grants (donations) provided by individuals and legal entities to the Fund on a voluntary basis in the form of financial resources by bank or post, as well as electronically;
6.3. To form an information system providing management of the Fund's funds and implementation of additional support measures; 6.4. To ensure electronic reporting on the Fund's asset management, as well as the placement and constant updating of information on the amount and direction of incoming and outgoing funds on the Fund's official website;
6.5. To involve volunteers in the activities carried out through the Fund; 6.6. Make proposals to the Board of Trustees on the use of the Fund's funds; 6.7. Submit semi-annual and annual reports on the management of the Fund's assets, as well as other necessary information to the Board of Trustees. 7. The State Agency and the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan to organize integration. 8. To the Cabinet of Ministers of the Azerbaijani Republic to solve other questions following from this Decree ". It should be noted that the Armed Forces of the Republic of Azerbaijan have shown a real example of heroism, unparalleled courage and bravery in the battles to ensure the territorial integrity of our country, the liberation of the territories occupied by the Republic of Armenia.
