Armenian captives in Azerbaijan were visited without warning

On the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Sabina Aliyeva, members of the Ombudsman's National Preventive Group for the Prevention of Torture (NPG) continue to visit temporary detention facilities without prior notice. According to the Ombudsman's Office, the purpose of the visits organized in accordance with the requirements of the Optional Protocol to the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) is The conditions of detention included the investigation of detainees, as well as the treatment of prisoners and hostages under international humanitarian law, including the Geneva Conventions, and the protection of their rights. During the next visit, the prisoners and hostages from Armenia were received individually, their appeals were heard, and their rights were explained to them by presenting legislative acts in their own languages ​​regarding the appeal mechanisms.
Captives and hostages were examined on the basis of the Ombudsman's appeals with the participation of a doctor member of the National Preventive Group. It was observed that the necessary medical and psychological services were provided to prisoners and hostages without any distinction, and the norms of international humanitarian law, in particular the provisions of the Geneva Conventions, were observed.
Prisoners of war, including hostages, expressed their gratitude for the humane treatment, as well as for their treatment and conditions of detention, medical care and nutrition. It should be noted that in the framework of the activities of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Sabina Aliyeva, the situation of prisoners and hostages, the issue of ensuring their rights are being investigated and inspected on the spot. Unfortunately, the Republic of Armenia does not show this approach. The requirements of international law, in particular the Geneva Conventions, have been seriously violated in relation to Azerbaijani civilians, as well as our wounded and captured servicemen.
