One of the tasks arising from the Tripartite Declaration signed by the President of the Republic of Azerbaijan, the President of the Russian Federation and the Prime Minister of the Republic of Armenia on November 10, 2020 is to ensure the exchange of prisoners, hostages and bodies for humanitarian purposes. The State Commission on Captives, Missing and Hostages of the Republic of Azerbaijan has issued a statement in this regard. It was noted that the Republic of Azerbaijan is committed to its obligations under the norms of international humanitarian law and the principles of humanism:
"Unlike Armenia, Armenian servicemen and civilians evacuated from the war zone, who surrendered to the Azerbaijani army, were immediately evacuated from the war zone in accordance with the requirements of the Geneva Conventions, their detention conditions, decent treatment, food, water and medical treatment were fully ensured." The Azerbaijani side regularly provided information on the captured Armenian servicemen to the International Committee of the Red Cross (ICRC) and the command of the peacekeeping forces of the Russian Federation. Armenian social media is spreading false rumors that Armenian prisoners of war will be demonstrated and treated inhumanely in a military parade on the occasion of the victory of the Republic of Azerbaijan. We categorically reject such baseless and untrue information. We state that demonstrating and humiliating prisoners of war is not a characteristic of the Azerbaijani people and our victorious army.
Ignoring the obligations of international humanitarian law, human rights, as well as the Geneva Conventions to which it is a party, Armenia, as in the First Karabakh War, hides Azerbaijani prisoners from international organizations, does not provide timely information about them and does not hesitate to treat them inhumanely. In this regard, there are indisputable video materials and photos recorded by the Armenian military. At the same time, reiterating that the main reason for the capture of Armenian servicemen is Armenia's policy of aggression and aggression, we appeal to Armenian mothers and say that the main culprit in the return of their children is the unconstructive position of the Armenian leadership. The Republic of Azerbaijan supports the reciprocal exchange of all prisoners and hostages on the principle of universal suffrage.
