Statement on the restoration of the liberated territories

The development of a structural mechanism will gradually contribute to the revitalization and restoration of our history, culture and economy in our ancient lands, to attract investments and other investments in these areas. The statement came from Ayhan Satici, an analyst at the Center for Economic Reforms Analysis and Communication, who spoke about the process of rebuilding the liberated territories in the post-conflict period. The process of repairing the damage caused by the conflict in the post-conflict period requires the prioritization of many areas. The process of identifying and rehabilitating these areas after the conflict requires complex mechanisms. After determining the initial damage, ensuring a minimum standard of living is a priority. The following are important factors in ensuring a minimum standard of living:
- Demining of the liberated territories; - Electricity supply;
- Rehabilitation of important road lines;
- Rehabilitation of drinking water, sanitation and irrigation systems;
- Rehabilitation and provision of housing;
- Rehabilitation of the airport for humanitarian aid. Initially, investment in these areas will support social and economic recovery in the future. Demining is the most important factor for the safety of the population to be relocated to these areas. Following this process, the rehabilitation of important road lines will facilitate access between residential areas and other important facilities. The process of reconstruction of drinking water, sanitation and irrigation systems will contribute to the improvement of people's living standards and the subsequent economic revival of households. The importance of early socio-economic development leads to the gradual relocation of people in the post-conflict period and their rapid release from dependence on aid. Thus, the coordinated restoration of education, health and telecommunications facilities will accelerate the process of human adaptation. At the same time, the support of small and medium-sized businesses in order to increase employment will directly lead to the development of households. In addition, special attention should be paid to the banking and tourism sectors, which will contribute to economic recovery. It was noted that in the post-conflict period, it is quite a difficult process to attract investment in the newly emerging territories. Because at present there is no detailed information about those areas. This means that the more information there is about the area, the more it can attract investors. Areas for investment in the post-conflict period should be explored in detail and prioritized in stages. In the process of relocating citizens after providing them with an initial standard of living, attention should be paid primarily to areas of social and economic development. In addition, a long-term model of sustainable economic development must be created and strategic areas must be selected to generate sustainable returns on investment.
