"Yevgeny Nikolayevich, what opportunities does the ministry have to respond immediately if the civilian population needs additional assistance?" Putin said.Zinichev, in turn, said he was ready to send a special group there eight hours after the decision."The Russian Ministry of Emergency Situations is ready to send an air hospital and staff to Karabakh to provide medical assistance to the local population," Zinichev said.
