By the Decree of the President of the Republic of Azerbaijan No. 1170 of October 29, 2020 “On the organization of temporary special management in the liberated territories of the Republic of Azerbaijan” Operations headquarters were established under the commandant's offices and commandant's offices, which included representatives of relevant state bodies (institutions), including the Ministry of Culture of the Republic of Azerbaijan. Clause 7.8 of the decree instructed the temporary commandants to perform tasks related to the initial inventory and protection of historical and cultural objects (monuments and enterprises).
The Ministry of Culture told Trend that qualified representatives of the Ministry of Culture on monuments and cultural institutions, represented at the operational headquarters of the temporary commandant's offices, have started monitoring the occupied territories. During the initial monitoring, 56 cultural institutions were identified, including 25 libraries, 19 culture houses and club establishments, seven museums, and five children's music schools. Almost all enterprises are in a state of complete destruction. During the initial monitoring, 49 historical and cultural monuments, historical, architectural and archeological objects, including the Albanian temple in Hadrud settlement of Khojavend region (1170), the Maiden's Tower in Amirkhanli village of Zangilan region (XII century), the Eight-cornered tomb in Mammadbeyli village (1304 -1305), a caravanserai (17th century) was inspected in Gargabazar village of Fizuli region. It was found that 28 monuments were completely destroyed by the occupiers and only the remains. Monitoring continues in the liberated territories.
