STATEMENT by the leaders of Azerbaijan, Russia and Armenia on Nagorno-Karabakh

We, the President of the Republic of Azerbaijan Ilham Aliyev, the Prime Minister of the Republic of Armenia Nikol Pashinyan and the President of the Russian Federation Vladimir Putin declare:
1. On November 10, 2020, from 00:00 Moscow time, a full ceasefire and all military operations in the Nagorno-Karabakh conflict zone will be suspended. After that, the Republic of Azerbaijan and the Republic of Armenia, which will be called the parties, stand in their previously held positions.
2. The territories of Aghdam region and Gazakh region occupied by the Armenian side of the Republic of Azerbaijan shall be returned to the Azerbaijani side by November 20, 20.
3. A fire-fighting peacekeeping contingent of 1,960 servicemen of the Russian Federation, 90 armored personnel carriers, 380 vehicles and special equipment are stationed along the line of contact in Nagorno-Karabakh and the Lachin corridor.
4. The peacekeeping contingent of the Russian Federation is deployed in parallel with the withdrawal of the Armenian armed forces. The period of stay of the peacekeeping contingent of the Russian Federation is 5 years with an automatic extension for the next 5 years, unless either of the parties intends to terminate this provision 6 months before the expiration of this period.
5. A peacekeeping center shall be established to monitor the ceasefire in order to increase the effectiveness of monitoring the implementation of the agreements by the parties to the conflict.
6. The Republic of Armenia shall return the Kalbajar region to the Republic of Azerbaijan by November 15, 2020, and the Lachin region by keeping the Lachin corridor, which will provide Armenia's connection with Nagorno-Karabakh until December 1, 2020, and thus not passing through Shusha (5 km). According to the agreement, the plan to build a new transport route along the Lachin corridor between Khankendi and Armenia over the next three years will be determined by the relocation of the Russian peacekeeping contingent to protect this route. The Azerbaijani side guarantees the safety of citizens, vehicles and cargo through the Lachin corridor in both directions.
7. IDPs and refugees return to Nagorno-Karabakh and surrounding areas under the supervision of the UN High Commissioner for Refugees.
8. The bodies of prisoners of war and other detainees and the dead shall be exchanged.
9. All economic and transport links in the region are being restored. The Republic of Armenia provides transport links between the western regions of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic in order to organize the unimpeded movement of citizens, vehicles and goods in both directions. Transport links are controlled by the Border Service of the Russian FSB. With the consent of the parties, the construction of new transport communications connecting the Nakhchivan Autonomous Republic with the western regions of Azerbaijan will be provided.
