President of the Republic of Azerbaijan Ilham Aliyev has congratulated Joseph Biden on his election as the new President of the United States. The congratulation says:
Dear Mr. Biden.
I heartily congratulate you on your election as President of the United States of America. The Republic of Azerbaijan and the United States of America have established successful cooperation in political, security, energy, information and communication technologies and other fields. Our countries are cooperating in strengthening international peace and security, combating terrorism and transnational crime, and within the framework of NATO's Resolute Support Mission in Afghanistan.
We believe that during your presidency, the relations of friendship and cooperation between the Republic of Azerbaijan and the United States of America will be further strengthened. Armenia, which has been occupying the Nagorno-Karabakh region and seven surrounding regions of Azerbaijan for nearly 30 years, has launched another military aggression against our country since September 27 this year, firing on Azerbaijani army positions, civilians and facilities with large-caliber weapons. As a result of the deliberate and purposeful firing of the civilian population of Azerbaijan by Armenia, 93 civilians, including many minors, were killed, more than 400 were injured and civilian facilities were destroyed. Thousands of people from other countries were brought to Armenia and enlisted in the armed forces of this country. Armenia has targeted important regional energy and transport infrastructure with the participation of the United States. Azerbaijan expects the United States and other OSCE Minsk Group co-chairs to step up their efforts to find a just solution to the conflict. In accordance with UN Security Council resolutions, Armenia must provide a clear timetable for the withdrawal of its armed forces from all occupied territories of Azerbaijan. Azerbaijan has repeatedly stated its readiness for substantive talks on resolving the conflict on this basis. Civil infrastructure in the territories of Azerbaijan liberated and still occupied has been completely destroyed by Armenia. We will carry out large-scale construction work in these areas, restore all historical, religious and cultural monuments. Azerbaijan is ready to ensure the coexistence of the Azerbaijani and Armenian communities in Nagorno-Karabakh on the basis of peace, security and mutual respect. I once again extend my sincere congratulations to you and wish you good health and success in your future endeavors for the benefit of the friendly American people.
