President of Azerbaijan Ilham Aliyev has signed an order to establish a State Commission to assess and eliminate the damage caused to civilians, state property, including infrastructure facilities, as well as business entities as a result of the aggression of the Armenian armed forces on the territory of Azerbaijan. According to AZERTAC, the order reads: Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I decide:
1. In order to assess and eliminate the damage caused to civilians, state property, including infrastructure facilities, as well as business entities as a result of the aggression of the Armed Forces of the Republic of Armenia on the territory of the Republic of Azerbaijan from September 27, 2020, the State Commission then - the State Commission) to be established: Chairman of the State Commission Ali Asadov - Prime Minister of the Republic of Azerbaijan Deputy Chairman of the State Commission Shahin Mustafayev - Deputy Prime Minister of the Republic of Azerbaijan Members of the State Commission Anar Alakbarov - Aide to the President of the Republic of Azerbaijan Zeynal Nagdaliyev - Aide to the President of the Republic of Azerbaijan - Head of the Territorial Organization Department of the Presidential Administration of the Republic of Azerbaijan Shahmar Movsumov - Assistant to the President of the Republic of Azerbaijan - Head of the Department of Economic Affairs and Innovative Development Policy of the Presidential Administration of the Republic of Azerbaijan Gunduz Karimov - Head of the Legislation and Legal Policy Department of the Presidential Administration of the Republic of Azerbaijan, Assistant to the First Vice-President of the Republic of Azerbaijan Khalid Ahadov - Assistant to the First Vice President of the Republic of Azerbaijan Kamaladdin Heydarov - Minister of Emergency Situations of the Republic of Azerbaijan Mikayil Jabbarov - Minister of Economy of the Republic of Azerbaijan Samir Sharifov - Minister of Finance of the Republic of Azerbaijan Jeyhun Bayramov - Minister of Foreign Affairs of the Republic of Azerbaijan Anar Guliyev - Chairman of the State Committee for Urban Planning and Architecture of the Republic of Azerbaijan Kamran Aliyev - Prosecutor General of the Republic of Azerbaijan.
2. The State Commission: 2.1. To provide an assessment of the damage caused to the civilian population, state property, including infrastructure facilities, as well as business entities as a result of the aggression of the Armed Forces of the Republic of Armenia on the territory of the Republic of Azerbaijan from September 27, 2020 and inform the President of the Republic of Azerbaijan within two months; 2.2. to submit to the President of the Republic of Azerbaijan proposals on financial resources required for the elimination of damage, full restoration of damaged facilities and implementation of repair and construction works based on the results of the assessment provided for in paragraph 2.1 of this Order; 2.3. together with the relevant state bodies (institutions) to provide creation of the single database on the damage provided by Item 2.1 of this Order and its elimination, including expenses on full restoration of damaged objects and carrying out repair and construction works, and also constant updating of this information ; 2.4. to ensure regular informing of the public about the work done. 3. To the Ministry of Foreign Affairs of the Azerbaijani Republic to take measures for delivery of the information provided by Item 2.3 of this Order to the international community, including the international organizations. 4. To the Cabinet of Ministers of the Azerbaijani Republic to solve the questions following from this Order.
