The co-chairs of the OSCE Minsk Group issued a statement on the meeting of the Foreign Ministers of Azerbaijan and Armenia in Geneva. The information was posted on the official website of the OSCE. The statement said that the parties agreed to take a number of steps:
"Under the agreement, the parties will not intentionally target civilians or non-military facilities in accordance with international humanitarian law. In addition, the parties will take an active part in the collection and exchange of remains on the battlefield, giving the International Committee of the Red Cross the necessary security guarantees. The Arabs will submit a list of detainees to the ICRC within a week for access and possible exchange. At the same time, the parties will hold open and thorough negotiations aimed at clarifying their positions on the key elements of a comprehensive settlement of the conflict/
