The draft law on amendments to the Law of the Republic of Azerbaijan "On military service and military service" was submitted in the third reading.
The statement came from the next plenary session of the Azerbaijani Parliament, Qadin.Net reports quoting Oxu.Az.
It was noted that citizens who voluntarily join the staff of the relevant executive authority, as a rule, are the bearers of state secrets.
Prior to the amendment, when a citizen was voluntarily enlisted as an officer, he or she could be discharged after 1 year and 6 months of service. According to the proposed change, these persons will be transferred directly to the staff of officers through the assessment and can be released from the reserve only after at least 10 years of service in the positions of officers on a calendar basis. It was noted that there were no additions and suggestions to the bill in the first and second readings.
The bill was adopted in the third reading.
Also, the chairman of the Committee on Science and Education Bakhtiyar Aliyev spoke about the draft law on amendments to the Law of the Republic of Azerbaijan "On Education" in the second reading.
It was noted that the relevant articles of the law include the concept of "qualification of foreign countries in higher education", as well as the definition of "recognition and equivalence (nostrification) of specialties of foreign countries in the field of higher education" replacement is recommended.
As a result of this change, the procedure for recognizing higher education diplomas will be improved, the scope of recognized documents will be expanded, and the procedure for recognizing sub-bachelor's diplomas related to higher education or admission to higher education will be created.
It was noted that with the recognition of sub-bachelor's diplomas issued by the competent authorities of foreign countries, our citizens who received this education abroad, as well as foreigners and stateless persons will have the opportunity to continue their education in our country.
Following the discussions, the bill was approved in the second reading.
The draft law on amendments to the Law of the Republic of Azerbaijan "On Vocational Education" was presented in the second reading by the chairman of the Committee on Science and Education Bakhtiyar Aliyev. It was noted that the draft law was prepared in accordance with the draft law on amendments to the Law on Education and aims to unify the terminology.
According to the amendment, the meaning of the basic concepts is clarified in the article "qualification". According to the new option, a qualification is a certificate of state education confirming that a person has the knowledge, skills, competencies and experience in accordance with the relevant standards.
The bill was adopted in the second reading.
