The main participants in the arms smuggling process are Armenian Defense Minister David Tonoyan, David Galustyan, known as an international arms smuggler, and businessman Samvel Karapetyan. David Galustyan, known in Armenia as a "gray businessman", was notorious for large-scale arms smuggling, which involved Prime Minister Nicole Pashkina and her family. It was about the sale of weapons acquired by Armenia at a discounted price within the CSTO to a third country at a high price. Galustyan was expelled from Russia for this fraud.

There are also reports that Deputy Prime Minister Mger Grigoryan, who visited Russia on October 3, and Armenian Deputy Foreign Minister Shavash Kochayan, who visited Russia on October 4, were closely involved in the supply of weapons to Armenia.

At present, the resumption of Atlantic Airways flights to Armenia and the opening of flights from Armenia to the Russian city of Mineralnye Vody have further expanded the possibilities for the transportation of weapons.
