 A state of war has been declared in Azerbaijan today.
President of Azerbaijan Ilham Aliyev has signed a decree declaring martial law.
On September 27, 2020, the President of the Republic of Armenia again violated the norms of international law, firing on Azerbaijani settlements and military positions from several directions using various weapons, including heavy artillery, as a result of which civilians and servicemen were killed. Taking into account the number of dead and wounded, the Azerbaijani Army launched counter-offensive operations to prevent these attacks, the Armed Forces of the Republic of Azerbaijan in accordance with Article 109, paragraph 29 and Article 111 of the Constitution of the Republic of Azerbaijan In connection with the occupation of the surrounding areas, armed attacks against the Republic of Azerbaijan and regular military provocations, declared a state of war in the entire territory of the Republic of Azerbaijan from 00:00 on September 28, 2020.

According to the decree, in order to ensure the martial law, the measures provided for in the Law of the Republic of Azerbaijan "On martial law" will be implemented.

The decree states that in Baku, Ganja, Sumgayit, Yevlakh, Mingachevir, Naftalan, Absheron, Jabrayil, Fuzuli, Agjabadi, Beylagan, Agdam, Barda, Tartar, Goranboy, Goygol, Dashkasan, Gadabay, Tovuz, Shamkir, Gazakh and Agstafa districts. to impose curfew from 21:00 to 06:00 during martial law. In the areas where curfew is applied, persons shall be prohibited from being on the streets and in other public places without special permits and identity documents, a special entry-exit regime shall be applied, and measures shall be taken to restrict the movement of vehicles.

The Ministry of Internal Affairs will ensure the implementation of measures arising from the introduction of curfew.

According to the decree, measures aimed at partial and temporary restriction of the rights and legitimate interests of departments, enterprises and organizations, rights and freedoms of citizens, regardless of ownership and organizational-legal form during martial law, are within the limits of the aggravation of the situation. will be applied in accordance with international agreements and the laws of the Republic of Azerbaijan.
