The rules of entry and exit to the territory of Baku, Sumgayit and Absheron region, where a strict quarantine regime is applied until 00:00 on September 30, have been announced.
This was stated by the Cabinet of Ministers on June 19, 2020 "On additional measures to tighten the special quarantine regime in the cities of Baku, Sumgayit, Ganja, Yevlakh, Masalli, Jalilabad, Mingachevir and Absheron, Barda, Salyan, Khachmaz, Goranboy, Goygol regions." This is reflected in the amendment to the decision No. 208.
Thus, access to Baku, Sumgayit and Absheron districts will be as follows:
On the basis of service cards of the following persons:
- Employees of the Administration of the President of the Republic of Azerbaijan, the Office of Affairs of the President of the Republic of Azerbaijan, the Special Medical Service of the Republic of Azerbaijan, the Office of the Cabinet of Ministers and the Office of Affairs of the Cabinet of Ministers;
- Deputies of the Milli Majlis and employees of the Office of the Milli Majlis in case of business trips;
- heads of central and local executive authorities and their deputies in case of business trip cards;
- heads of state-owned legal entities, including public legal entities established on behalf of the state, and their deputies in the presence of business cards;
- employees of law enforcement, judicial and military service bodies (in case of business trips), lawyers;
- Employees of diplomatic missions and international organizations accredited in the Republic of Azerbaijan and their local staff (on the basis of accreditation cards issued by the Ministry of Foreign Affairs of the Republic of Azerbaijan);
Information about the following persons on the basis of business trip sheets entered into the portal “permission.-gov.az” using an electronic signature strengthened by the employer:
- Employees of other state bodies (institutions), except for the above;
- Volunteers of “ASAN Volunteers” Public Union, “Agrarian Development Volunteers” Movement, “Regional Development” Public Union, “Bir” student-volunteers, Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan;
- Employees of private legal entities operating in the areas allowed to operate and individuals and their employees engaged in entrepreneurial activities without establishing a legal entity;
- employees required to ensure the protection and technical safety of private legal entities that are not allowed to continue their activities;
- information on employees of legal entities operating in the field of agricultural collection, as well as regular irrigation, urgent veterinary and plant protection services (including information on business trips) by the employer, and information on individuals operating in these areas by the Ministry of Agriculture or location by entering the “permission.e-gov.az” portal using the electronic signature strengthened by the territorial representations of local executive authorities;
- persons wishing to attend the funeral of a close relative on the basis of a permit obtained through the “102” Service - Call Center of the Duty Units Management Service of the Ministry of Internal Affairs of the Republic of Azerbaijan;
- on the basis of a certificate issued by a doctor in connection with urgent medical necessity or receiving treatment on schedule;
- on the basis of tickets of persons who have tickets for international and domestic flights, and on the basis of a stamp affixed to the passport of persons entering the country from the state border.
