Prime Minister Ali Asadov signed a decision "On the organization of teaching and learning process in educational institutions operating in the Republic of Azerbaijan during the special quarantine regime."
The decision reads:
1. To ensure the organization of the teaching and training process in all educational institutions operating in the Republic of Azerbaijan in a visual form from the following dates:
1.1. in preschool educational institutions - from September 15, 2020;
1.2. in general education institutions:
1.2.1. on the level of primary education of general education (grades I-IV) - from September 15, 2020;
1.2.2. in special schools, special boarding schools, general education boarding schools, boarding schools of integrated training, boarding schools of integrated training, general boarding schools for children deprived of parental care - from September 15, 2020;
1.2.3. on school readiness stage of general education (5 years) - from October 1, 2020;
1.2.4. on the general secondary education level of general education (grades V-IX) - from October 1, 2020;
1.2.5. on the level of full secondary education of general education (X-XI grades) - from October 15, 2020;
1.3. in vocational education institutions:
1.3.1. on short-term courses - from October 1, 2020;
1.3.2. for all levels of vocational education - from October 15, 2020;
1.4. in higher and secondary special education institutions:
1.4.1. For first-year students - from October 1, 2020;
1.4.2. The list for second and higher year students in coordination with the Ministry of Education of the Republic of Azerbaijan and taking into account the specifics of each specialty on specialties determined by educational institutions - from October 15, 2020; 1.5. on the dates specified in paragraph 1.2 of this Decision, depending on age groups and classes in children's music, art and painting schools.
2. In educational institutions provided for in sub-items 1.2.3-1.2.5, 1.3.1, 1.3.2, 1.4.2 and item 1.5 of this Decision, as well as in the Law of the Republic of Azerbaijan “On Education” to ensure the organization of the teaching and training process in a remote (distance) form from September 15, 2020 until the resumption of full-time education in other educational institutions.
3. To take into account that education is carried out in the presence of the relevant opinion of the Chief State Sanitary Doctor of the Azerbaijan Republic or the centers of hygiene and epidemiology of the Ministry of Health of the Azerbaijan Republic that the sanitary-epidemiological situation does not endanger the health of the population in the whole territory of the Azerbaijan Republic Visual conduct of the teaching and educational process in the institutions may be resumed before the dates determined by this Decision.
4. To the Ministry of Education of the Azerbaijan Republic, the Ministry of Culture of the Azerbaijan Republic and the Ministry of Health of the Azerbaijan Republic to prepare and submit to the Cabinet of Ministers of the Azerbaijan Republic within 10 days temporary rules of the organization of teaching and training process in educational institutions in the Azerbaijan Republic.
5. The Ministry of Education of the Republic of Azerbaijan, other executive authorities subordinated to educational institutions and state-owned or state-controlled legal entities and founders of private educational institutions:
5.1. to continue medical-prophylactic, disinfectant and other preventive measures in educational institutions on a regular basis;
5.2. to ensure the organization of admission to educational institutions, taking into account the sanitary-epidemiological requirements;
5.3. Division of classes / groups into subgroups in high-density educational institutions, application of queuing mode in classes and extracurricular activities for age groups / courses, expectation of social distance in classrooms, differentiation of lesson / training and extracurricular / practical hours and inter-class / inter-class breaks , as well as to take into account the involvement of educators in the training and teaching process, depending on their age and health status, due to the high risk of contracting COVID-19;
5.4. “Quarantine during airborne infectious diseases in the territory of the Republic of Azerbaijan” approved by the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan No. 161 dated May 1, 2020, when there is a threat of the emergence or spread of airborne infectious diseases
to take measures in accordance with the "Rules of control and isolation" and to inform the Ministry of Health of the Republic of Azerbaijan about the danger of the sanitary-epidemiological situation in the territory of the relevant administrative-territorial unit to the health of the population.
5.4. “Quarantine during airborne infectious diseases in the territory of the Republic of Azerbaijan” approved by the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan No. 161 dated May 1, 2020, when there is a threat of the emergence or spread of airborne infectious diseases
to take measures in accordance with the "Rules of control and isolation" and inform the Ministry of Education of the Republic of Azerbaijan on the basis of the opinion of the hygiene and epidemiology centers of the Ministry of Health of the Republic of Azerbaijan that the sanitary-epidemiological situation poses a threat to public health. cessation of activities
to make a decision on;
5.5. to postpone the holding of mass events outside the educational process with the participation of students and educators during the term of this Decision;
5.6. to ensure taking other necessary measures related to the implementation of this Decision.
6. This Decision is valid until November 2, 2020.
