The e-sale of apartments implemented by the State Agency for Housing Construction (MIDA) is an important factor in ensuring transparency.
The statement came from MP, economist Vugar Bayramov, Gadin.Net reports.
"In the recent sales held by MIDA, some homeowners approached us and said they owned a house. A few days ago, one of the citizens working as a teacher said that he owned the apartment electronically and had already received the keys to the house. I have repeatedly told those who apply to me to apply electronically, and there is already a balance between supply and demand. This means that the proportion of homeowners to applicants is increasing. The number of apartments for sale was much lower than the number of applications for social housing built in Yasamal. At that time, we said that as the number of homeowners increases, the proportion of homeowners will increase. This is already being observed in Hovsan.
Of course, it is gratifying that citizens can own an apartment by electronic means without any additional payment. I would like to note that the Strategic Roadmap for the development of affordable housing in the Republic of Azerbaijan, which I co-authored, as well as other legislative acts, enshrines e-sales as a tool for transparency. In fact, e-commerce is important in terms of transparency. Simply because of the difference between supply and demand, the number of apartments put up for sale in the early stages was less than the number of applications from homeowners. It should be noted that 1654 out of 1843 apartments built in Yasamal Housing Complex were at the disposal of the Agency. The sale of these apartments has already been completed, "the expert said.
The MP noted that the Hovsan Residential Complex, which was commissioned this year, consists of 2,962 apartments. Of the 11 buildings built in Hovsan, 7 have 7 floors and 4 have 10 floors. 803 of these apartments are reserved for servicemen. The sale of more apartments in social housing will close the gap between supply and demand, and next year will allow a large number of applicants to own a house through an electronic system. In this regard, maintaining the existing electronic system is more expedient in terms of transparency. It should be noted that 171 out of 249 apartments put up for sale in Hovsan on June 30 have already been registered, and the remaining apartments are being registered.
Bayramov noted that an application for an international patent for the "Discounted Housing" system was applied to the World Intellectual Property Organization. The claim was accepted by the international organization and the relevant procedures were launched. Earlier, by the decision of the Supervisory Board of the Patent and Trademark Examination Center under the Intellectual Property Agency of the Republic of Azerbaijan, the trademark "Discount housing system" was registered and approved in 3 languages (Azerbaijani, Russian, English). Also, the Intellectual Property Agency registered the copyright of the system and issued a Certificate of Registration of the Work. On the other hand, after the completion of the online housing selection process through the "Discounted Housing" system, the international audit company "Ernst & Young" ("EY") conducts a comprehensive audit of the "Discounted Housing" system, comprehensively analyzes all transactions in the system and 3 ”opinion.
The expert added that it would be expedient for homeowners to share information about the housing selection process on social networks.
The sale of 502 apartments located in the Agency's Hovsan Residential Complex will begin on September 10 at 11:00.
