Are polyclinics authorized to take coronavirus tests? - OFFICIAL STATEMENT

Our editorial office has received an application for coronavirus tests. According to our reader, he called an ambulance to take the COVID-19 test:
"I was told that the power to take the test was taken from the ambulance service. To do this, you need to call the clinic in our area, and they will come and take the test.
This was justified by the fact that the ambulance service could not deliver the calls.
An Oxu.Az correspondent contacted Rauf Nagiyev, chief doctor of the Baku Emergency Medical Service, to clarify the issue.
According to our interviewee, there are 87 territorial polyclinics in Baku:
"39 polling stations have been established within them. The goal is to get citizens tested for coronavirus infection. The Baku City Ambulance Station was overloaded. Their job, as the name suggests, is an ambulance service, not a preventive job.
If a citizen dies, regardless of the cause of death, the staff of our institution takes the examination material, and at the same time compiles a list of his relatives. The list is sent to the territorial polyclinic and the Republican Center for Hygiene and Epidemiology. As a result, if the results of the examination of the deceased are positive, it is determined whether the people around him are infected with COVID-19.
If a citizen presents with a high temperature (above 38 degrees) and is accompanied by a serious illness, the staff of our service goes to the address and the analysis is taken. If there is a vital indication, he is hospitalized on suspicion of coronavirus infection and is analyzed by those around him.
The doctor noted that the examination should be carried out in the polyclinic:
"If a person has a positive COVID-19 test, he should go to the hospital. If he stays at home, an isolation warrant is issued and a patch is taken from the people with whom he is still in contact. If there is a mild infection, suspicious symptoms - loss of taste, sense of smell, temperature up to 38 degrees, the clinic can take the examination material from that person.
Citizens believe that there is only an Emergency and Urgent Medical Aid Station in Baku. They forgot about the polyclinic system. If there is a complication, an ambulance should be called.
Then why do you need a polyclinic? After all, their function includes early detection of the disease, prevention, isolation and examination.
