President Ilham Aliyev has signed a decree appointing Emin Amrullayev Minister of Education of the Republic of Azerbaijan.

Amrullayev graduated from the Azerbaijan State Academy of Management. He received a master's degree in energy policy from Columbia University in the United States and a master's degree in politics from the Central European University in Hungary. He was a co-founder of the European Students' Forum - Baku Public Union. Emin Amrullayev 2014- Since December 5, 2012, he has worked as a deputy director of the Baku City Education Department. According to the order of the former Minister of Education Mikayil Jabbarov dated December 28, 2015, No. 11/1280, he was appointed head of the Baku City Education Department. By the Decree of the President of the Republic of Azerbaijan No. 1107 dated November 14, 2016, the Institute of Educational Problems of the Republic of Azerbaijan was renamed the Institute of Education of the Republic of Azerbaijan. Emin Amrullayev has been the director of the Institute since April 6, 2016. By the order of the former Minister of Education Jeyhun Bayramov dated January 9, 2020, Emin Amrullayev has been appointed the director of the Institute of Education Development.
